Bad Process
This project was passed in the wee hours of the night by City Council in order to meet the developer’s goal of a November ballot:
* The project was put on the ballot without a final development agreement, which is crucial to determining how the project proceeds.
* The project was put forward despite the City’s estimate that it would have a negative fiscal impact. This was only partially corrected and the project is still a money-loser after 15 years or if the city’s fiscal impact model, developed by consultants who have helped support other developers, is too optimistic, as many people think, including the two economists on our team.
* Parlin touts the projects affordable housing yet when the final development agreement was hammered out on September 15, Masud Monfared, a Principal in Parlin, initially refused to identify if Parlin would even build the housing his company touts rather than just giving the City set-asides for someone else to build this housing. Parlin finally agreed only after City Council insisted.
* Voters deserve to know what they are getting, especially after so many promises have been made.
* The City of Davis and UC Davis already have 2000 units available—why the rush?
* Let’s put the City’s needs over a developers needs.
